All Community Councils have a written constitution that determines how we conduct our business and manage our finances.  

Hutton and Paxton Community Council is allocated a grant each year to support the administration of the council’s activities. The amount of the grant (£594 per year) is determined by the size of the population we serve and the amount is reviewed every three years.

The members of the Community Council are responsible for ensuring that funds are used appropriately and, at the Annual General Meeting, each signs the Code of Conduct that accompanies the submission of the Annual Accounts to Scottish Borders Council.

The annual accounts are scrutinised by an external examiner prior to submission. The Community Council can apply for additional grants to fund specific projects and such funds are ‘ring-fenced’ or protected within the Community Council’s budget so they are not spent on general administration.

The Treasurer reports on finances at each Community Council meeting, these discussions are documented in the minutes of each meeting.In addition, we can apply for an annual grant of up to £600 to help with the costs of ‘core path’ maintenance in our area.
